TOURNAMENT ENTRY INFORMATION

1. Entry blanks with fees must be MAILED within the designated dates to the CWGA Board Member listed on the entry blank.

2. ENTRIES MAY NOT BE POSTMARKED EARLIER THAN THE OPENING DATE AND MUST BE RECEIVED BY THE CLOSING DATE.

3. If a tournament is oversubscribed, a blind draw will be held based on the percentage of entries received from each club.

4. No pairing may be requested.

5. All entries except the TWO- MAN Best Ball, TWO- MAN Scotch, and GEMINI Best Ball must be made out in the name of one individual only.

6. Refunds will NOT be forthcoming if a player cancels after the pairings have been made.

7. If on the day of play, the tournament is cancelled, there will be NO refunds.

8. Frequent cancellations may result in refusal of future entries.

9. CWGA RESERVES THE RIGHT TO LIMIT AND REJECT TOURNAMENT ENTRIES.

10. Caddie, cart fees, dress code and bag carrying policies will be posted for each tournament.

11. If you request a caddie on a tournament entry form and decide to ride on the day of the tournament, you may be charged for a runner.

12. You may not request an individual caddie for any tournament or Team Play. 


CWGA CONDITIONS OF COMPETITION

RULES OF GOLF - USGA RULES OF GOLF GOVERN PLAY.

PLAYER'S RESPONSIBILITIES - The player and her caddy are responsible for knowing the conditions under which the competition is to be played.  Rule 6-1.

TIME OF STARTING - The player shall start (play) at the time laid down by the committee.  Penalty of Breach: Disqualification.  Rule 6-3.  Note: The committee may provide in the Conditions of the Competition (Rule 33-1) that, if the player arrives at her starting point, ready to play, within five minutes after her starting time, in the absence of circumstances which warrant waiving the penalty of disqualification as provided in Rule 33-7, the penalty for failure to start on time is loss of the first hole in match play or two strokes at the first hole in stroke play instead of disqualification.  Rule 6-3. *(Exception - Team Play)

PACE OF PLAY – Each golfer is using the USGA Check Point System by placing clocks on 4 holes to keep everyone aware of the time she is taking to play. CWGA will have Rangers monitor the speed of play according to the Three Flag Guidelines, which are available at the registration tables.  Rule 6-7, 33-1.

SUSPENSION OF PLAY FOR A DANGEROUS REASON - When play is suspended for a dangerous situation, if the players in a match or group are between the play of two holes, they shall not resume play until the Committee has ordered a resumption of play.  If they are in the process of playing a hole, they shall mark their balls, discontinue play immediately and shall not thereafter resume play until the Committee has ordered a resumption of play.  The penalty for breach of this condition is disqualification.

LOCAL RULES - Individual tournament hosts may post local rules for abnormal conditions provided they are consistent with the Rules of Golf.  Rule 33-8.

TIES - In the event of a tie for the field winner, low net, low gross and second low net, if applicable, the tie must be broken.  Duplicate prizes will be awarded for ties within flights only. When necessary to break ties in a stroke play competition, the USGA recommended procedure will be followed: The winner will be determined on the basis of the best score for the last nine holes.  If the tying players have the same score for the last nine holes, the winner will be determined on the basis of the score on the last six holes, the last three holes, and finally the 18th hole.  If such a method is used in a handicap stroke play competition, one-half, one-third, one-sixth, etc. of the handicaps should be deducted.  If a tie remains, the lowest handicap golfer will be the winner. Decision 33-6/2.

TIES IN THE CHAMPIONSHIP QUALIFYING ROUND

Ties for the final spot in the championship flight will be decided by a physical play-off beginning on hole #1 immediately following play or when the committee determines all possible players have completed their rounds. For the purposes of determining places in

the draw, ties in the qualifying rounds other than those for the last qualifying place are decided by the order in which scores are returned, with the first score to be returned

receiving the lowest available number, etc. If it is impossible to determine the order in which scores are returned, ties are determined by a blind draw. Appendix 1–12.

TIES IN CHAMPIONSHIP MATCHES

In the event of a tie in the CWGA Championship matches, a sudden death-play-off will decide the winner. Rule 33-6.

MARY K. BROWNE TIES

In the event of a tie in the Mary K. Browne tournament, a three hole sudden death play-off will decide the winner.

GENERAL NUMERICAL DRAW

The General Numerical Draw is recommended if matches are determined by a qualifying round. Matches are determined as follows:

CADDIES

A player in a CWGA event may not employ her own caddie under penalty of disqualification. Rule 33-1. A player may carry her own bag in CWGA events unless the policy of the host club does not allow her to do so. Those players wishing to carry their own bags should refer to page 83& 84 for the bag carrying policy for that club.

 USE OF CARTS DURING CWGA CHAMPIONSHIP

During the qualifying round and all match play, the use of carts will be allowed in all flights including championship flight. HOWEVER, THE USE OF CADDIES IN CHAMPIONSHIP FLIGHT IS PREFERRED. RULE 33-1.

 CELLULAR PHONES, BEEPERS, TAPES

Out of respect for your fellow golfers, cellular phones and audible beepers will not be permitted. Listening to audio tapes ,viewing video tapes or using any electronic

devices during a round are prohibited. Rule 33-1.

DISTANCE MEASURING DEVICES

The use of distance measuring devices WILL BE PERMITTED to measure distance only for all CWGA Tournaments and Championship. The use of devices that gauge or measure other conditions (e.g., wind or gradient) is not permitted. If a competitor uses a device that measures conditions other than distance – even if these functions are disabled- then the penalty will be,disqualification. Rule 14-3. Dec 14-3/0.5

DRESS CODE

Short shorts and tank tops are not proper attire for CWGA events regardless of individual club policies.  Rule 33-1. Please see page 87-88 for Club Dress Codes.


 

REGULATIONS GOVERNING CWGA TOURNAMENTS & CERTIFICATE EVENTS

 

A PARTICIPANT IN ANY CWGA EVENT MUST BE AN AMATEUR MEMBER OF CWGA AND A MEMBER OF HER CLUB’S WOMEN’S GOLF ASSOCIATION WHO HAS PAID HER ANNUAL FEE AND HAS AN ESTABLISHED USGA HANDICAP.

ENTRY REQUIREMENT: Eligibility for tournaments will be determined at the time entries close for the tournament. In play, each player must use the converted handicap in effect at the time pairings are made for the tournaments.

 

CERTIFICATES AND PRIZE EVENTS

 Certificates and prizes are determined by the Executive Committee. Certificates expire each year on October 31st of the playing season. Kleinhenz Jewelers will donate a Hole-in-One Award for all players who score a hole-in-one in any of the CWGA events


 THE GEMINI BEST BALL TOURNAMENT: An 18-hole low net tournament for players with a handicap index from 19.8-40.4.


 CWGA HOME DAY: (date flexible) An 18-hole low gross/low net tournament played by CWGA MEMBERS ONLY at their own clubs. Certificates are given for three places including ties, in this order: 1st low gross, 1st low net, 2nd low gross, 2nd low net, 3rd low gross, 3rd low net. Only in this CWGA event may participants follow all local options of their own clubs. The home club association may govern handicap limit.  This year the list of winners from each club must be forwarded immediately to:

THE BEST BALL TOURNAMENT:  An 18-hole low net tournament for teams of two players each with a handicap index of 26.4 or lower.

 

THE KLEINHENZ JEWELERS TOURNAMENT:  An 18-hole low net tournament for players with a handicap index through 40.4.  The winner and runner-up will each receive a prize donated by Kleinhenz Jewelers.

 

THE TWO PERSON CHAPMAN SCOTCH TOURNAMENT: An 18-hole low net tournament for two players with a combined handicap index through 56.8 and an individual limit through 40.4.

 

THE SCRAMBLE: A 4 person mixed class event with handicap index through 40.4. Enter as an individual.  Pairings will be determined by the committee

 

TROPHY EVENTS

All trophies are traveling for one year.

 TRI-LEAGUE INVITATIONAL: Sponsored jointly since 1964 by the Cleveland Women’s Golf Association, the Greater Cleveland Golf Association and the Suburban Ladies Golf Association. An 18-hole low gross invitational tournament open to the twenty-five lowest handicap members from each of these three Associations. The winner receives the Jack Clowser Trophy, a gift certificate and jewelry. The Jane Artale bracelet is awarded to a player by blind draw.

 THE LUCILLE GREINER SENIOR TOURNAMENT: An 18-hole low net tournament open to players 50 years of age and older with a handicap index through 40.4. The winner receives a trophy. Flight winners receive certificates.

 THE MARY K. BROWNE TOURNAMENT: (Kirtland) a 36- hole two-day low net tournament open to players with a handicap index through 19.1. A maximum field of 60 players competes with full handicap. The winner receives a trophy and a prize. Flight winners receive certificates.

 CHAMPIONSHIP TOURNAMENT: A five-day no handicap tournament with a qualifying round on Monday followed by match play in flights. The winner of the championship flight receives a trophy and a prize. Flight winners and semifinalists receive prizes. The medalist receives the “Alice Seagrave” gold bracelet, which is retained for one year.            

 TEAM PLAY TROPHIES: The team with the highest point total for the year wins the Team Championship Trophy. The Runner-Up Trophy is awarded to the second place team. The team having most improved its standing from the previous season receives the

 Most Improved Team Trophy.

 MARY ANN MOORE MEMORIAL TROPHY: A perpetual trophy in memory of Mary Ann Moore, held for one year by the player with the lowest gross score total of three out of four rounds of stroke play in the following events: the Mary K. Browne, the Kleinhenz and the Qualifying Round of the CWGA Championship. Should the CWGA champion of the previous year choose to be seeded, she may play in the qualifying round of the CWGA Championship to obtain a score eligible for this trophy.

 

HANDICAP INFORMATION 2008

 

All handicaps used in Cleveland Women's Golf Association competition will be USGA Handicaps computed according to the USGA Slope System of Handicapping.

1.      You have only one handicap: USGA HANDICAP INDEX. It is expressed as a decimal, but you never play with it. This is an index number you will use on a chart to find out how many strokes you play with on any given course and set of tees.

 

2.      When you play at your home course from the "regular" tees (usually white markers for men, red markers for women), the above conversion has already been done for you; handicap reports will provide your "home course handicap"- to save you the step of looking it up on a chart.

 

3.      When you play other tees at your home course or away from this course, you must refer to the Course Handicap Table posted at that course and convert your USGA HANDICAP INDEX to the handicap you will use for that course.

 

4.      For rounds played at home, score posting for handicapping purposes is unchanged.  When posting away scores, you must record not only the USGA Course Rating but also the Slope Rating. All home and away scores must be posted.

 

5.      Cards should be dated and signed.

 

6.      USGA Rules should be in effect unless the Club's Greens or Golf Committee designates "Preferred Lies" or "Winter Golf."

 

7.      Our playing season is April 1 through October 31.
